Institutional and community supportToday's problems are not the responsibility of any one individual nor is there only one way to solve them. They are increasingly complex and interdependent. It is essential, therefore, that they be approached from a variety of viewpoints, and it is here that civilian society, through its organizations, is creating new spheres for participating in a shared, collective analysis that will encourage alliances, on the one hand, and, on the other, maximize the chances of reaching understandings between players that are sustainable over time. When everyone shares the responsibility, we automatically have a broader base from which to attend to and manage projects and cooperation agreements.
Inevitably there is a dispersion of efforts and information resulting from the large number of different individuals and organizations working in similar fields. This can be minimized, however, by devising mechanisms that would permit integrated action by the different players involved in a specific issue.
